10 Reasons an EPC Can't Be Completed on the Day (and How to Avoid Call-Out Fees)

Most EPC assessments go smoothly — but a small number can't be completed on the day, leaving the homeowner or landlord facing a call-out fee and a rescheduled appointment. Every one of the situations below is avoidable with a little preparation. Here's what Phil sees most often, and exactly what to do before the assessor arrives.

Quick check before you book

EPCs are valid for 10 years and are registered on the national database. Check whether your property already has a valid certificate before arranging a new one — you may not need to pay for another.

Access & Physical Blockers

1

Locked or Screwed-Shut Loft Hatches

Why it stops the assessment

An energy assessor must physically inspect insulation thickness and roof structure. If the hatch cannot be opened, default values must be used, which significantly lowers your final rating.

The fix

Ensure the loft hatch is unlocked, unscrewed, and free of physical obstructions (such as heavy furniture placed directly underneath) before the appointment.

2

Inaccessible Boilers or Cylinders (Locked Garages / Basements)

Why it stops the assessment

Main heating sources, water cylinders, and controls must be visually inspected and photographed for compliance. A locked garage or cellar containing these units halts the inspection.

The fix

Confirm you have keys to all outbuildings, garages, or basements housing heating equipment prior to the arrival of the assessor.

3

Locked Internal Rooms

Why it stops the assessment

Every habitable room must be inspected to verify heating types, window glazing, and radiator controls.

The fix

Ensure all internal doors are unlocked and accessible on the day.

4

Severe Obstruction or Hoarding

Why it stops the assessment

Assessors must safely navigate the property to inspect heat emitters (radiators, storage heaters) and wall structures. If room access is entirely blocked, key data cannot be recorded.

The fix

Clear pathways to windows, radiators, and heating controls in every room.

On-Site & Safety Conditions

5

Ongoing Renovation or Unfinished Works

Why it stops the assessment

A property must have complete, permanent heating and lighting systems in place. If light fittings are missing or the heating system is disconnected during building works, the assessment cannot proceed.

The fix

Schedule your EPC assessment after all major electrical, plumbing, and heating alterations are fully finished.

6

Unaccompanied Minors (Under 18)

Why it stops the assessment

For safeguarding and insurance compliance, an adult aged 18 or older must be present at the property for the duration of the visit.

The fix

Ensure an adult is present to grant entry, or arrange access via a key safe or agent beforehand.

7

Unsafe Weather Conditions

Why it stops the assessment

Severe weather (such as heavy snow, ice, or localised flooding) can make travel hazardous or obscure external inspections (e.g., roof condition, extensions).

The fix

In cases of severe weather, appointments will be rescheduled at the earliest safe opportunity without penalty.

Communication & Scheduling Issues

8

Unannounced Visits for Sleeping Shift Workers

Why it stops the assessment

Assessors require access to every room. If an occupant is sleeping due to night shifts and cannot be disturbed, the inspection cannot be completed.

The fix

Coordinate booking times around sleep schedules so all spaces can be accessed safely and comfortably.

9

Uninformed Tenants

Why it stops the assessment

If a landlord books an EPC without informing the tenant, the tenant may understandably refuse entry to an unannounced visitor.

The fix

Landlords should provide tenants with advance written notice of the assessment time and explain the assessor's identity and purpose.

10

Forgotten Appointments or Late Delays

Why it stops the assessment

If no one is present at the agreed time, the assessor cannot gain access to conduct the survey.

The fix

Set a reminder for your slot. If you need to change your time, provide at least 24 hours' notice to avoid cancellation fees.
